Description
This is a continuation of an agreement between the Florida Center for Early Childhood, Inc., and the School Board of Sarasota County, Florida, for ESE students ages 3-5.  The Florida Center for Early Childhood, Inc., has quality intervention programs with the Pre-K population.  Funding is FTE generated.

13. APPROVAL OF AGREEMENT FOR EDUCATIONAL SERVICES BETWEEN PINNACLE ACADEMY, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
Pinnacle Academy is a private school focusing on students with very specialized needs in the areas of autism and pervasive developmental delays.  The agreement will provide a percentage of FTE funding to support the educational program for selected students in need of these very specialized services.

14. APPROVAL OF AFFILIATION AGREEMENT BETWEEN SARASOTA EQUINE ASSOCIATES, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board offers to enrolled students a Veterinary Assisting program and Sarasota Equine Associates, Inc., manages a veterinary/animal care facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and clinical skills in a veterinary/animal care facility and Sarasota Equine Associates, Inc., has agreed to make its facility available to School Board for such purposes.

That the Affiliation Agreement between Sarasota Equine Associates, Inc., and the School Board of Sarasota County, Florida, be approved as presented.

15. APPROVAL OF AGREEMENT FOR SERVICES BY THE SCHOOL BOARD OF SEMINOLE COUNTY, FLORIDA, FOR TITLE I SUPPORT AND TECHNICAL ASSISTANCE
Description
This agreement details the relationship and responsibilities between the School Board of Seminole County, FL, and the School Board of Sarasota County, FL, for support and technical assistance regarding Title I and other ESEA programs.

16. APPROVAL OF THE AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUN COAST, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County delineates the shared responsibilities regarding school based mentoring services provided to at-risk youth by the Mentor Managers (job description attached) who will provide specific services to students enrolled in Sarasota County high schools.

That the agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County, Florida, to provide mentor management services be approved as presented.

17. APPROVAL OF CONTRACT FOR EDUCATIONAL SERVICES BETWEEN CARLTON PALMS EDUCATION CENTER, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Carlton Palms Educational Center, Inc., is a residential treatment center that provides services for severely disabled students.  Sarasota County currently has a student being served at Carlton Palms with non-educational costs being provided through other sources.  This contract will provide a percentage of FTE to support the educational component of the program for this student.



Recommendation
That the Contract for educational services between Carlton Palms Educational Center, Inc., and the School Board of Sarasota County, Florida, in an amount not to exceed $14,259.53, be approved as presented.

18. APPROVAL OF AGREEMENT FOR USE OF BUILDING AND/OR GROUNDS BETWEEN SARASOTA AGRICULTURAL FARMERS MARKET, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board of Sarasota County, Florida, wishes to allow reasonable access and use of its buildings and grounds when such use is not in conflict with the School Board's primary educational goals and Sarasota Agricultural Farmers Market, Inc., a Florida non-profit corporation, wishes to use certain portions of the building/grounds of the Suncoast Technical College for the purpose of conducting a Farmers' Market on Saturday mornings for the period from July 22, 2015, through June 30, 2016, during the hours of 7:30 a.m. to 1:00 p.m.


Recommendation
That the Agreement for Use of Building and/or Grounds between Agricultural Farmers Market, Inc., and the School Board of Sarasota County, Florida, be approved as presented.

19. APPROVAL OF AGREEMENT FOR PARENT ENGAGEMENT, INVOLVEMENT AND CONNECTIONS WITH SCHOOLS BETWEEN THE COMMUNITY FOUNDATION OF SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The Community Foundation of Sarasota County will plan and deliver opportunities that support both parents and students with their educational goals.

20. APPROVAL OF THE CONTRACT BETWEEN CHILDREN FIRST, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This contract creates a mechanism to provide Early Head Start services for children and families in the area of early childhood education, family partnerships, health, mental health, nutrition, and parent involvement.  Both agencies will use specified resources to provide a comprehensive program for all children and families enrolled in the program.  Services will be provided at the North County Cyesis Program and the Cyesis Program at North Port High School (55 total Early Head Start slots: North Port; Riverview).

Recommendation
That the Contract between Children First, Inc., and the School Board of Sarasota County, be approved as presented.

21. APPROVAL OF AGREEMENT BETWEEN YOUNG MEN'S CHRISTIAN ASSOCIATIONS, INC. (YMCA-TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement outlines the relationship and responsibilities shared between by the Sarasota Family Young Men's Christian Associations, Inc. (YMCA-Triad Program) and the School Board of Sarasota County, Florida, for the TRIAD program which provides programs of education, training, and related services for students in grades 6-12 assigned to the alternative school program, YMCA-TRIAD.



Recommendation
That the agreement between the Sarasota Family Young Men's Christian Associations, Inc. (YMCA-Triad Program) and the School Board of Sarasota County, Florida, approve the agreement for the Sarasota Family YMCA to provide alternative school programs at TRIAD be approved as presented.

22. APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN ALL FAITHS FOOD BANK, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This MOU delineates the roles of AFFB and SCSD Food and Nutrition Services in the implementation of the 2015 Campaign against Summer Hunger in Sarasota and Desoto counties.

Recommendation

GRANTS

23. APPROVAL OF THE TUTTLE FITNESS CENTER GRANT PROPOSAL TO THE NATIONAL FOUNDATION FOR GOVERNORS' FITNESS COUNCILS FOR TUTTLE ELEMENTARY SCHOOL
Description
COMPETITIVE: If awarded, the funder will provide $100,000 worth of equipment and installation services to create a new Tuttle Fitness Center at Tuttle Elementary School to improve physical fitness of students, parents, staff and volunteers who are part of the Tuttle Elementary community.

Recommendation

24. APPROVAL OF THE 21ST CENTURY CLASSROOMS INITIATIVE - SOUTH COUNTY GRANT APPLICATION TO THE GULF COAST COMMUNITY FOUNDATION
Description
NON-COMPETITIVE: Grant funds of $648,000 will fund 24 English language arts (ELA) and social studies classrooms in southern Sarasota County middle schools, creating 21st Century Classrooms.

Recommendation

That the 21st Century Classrooms Initiative - South County grant application be approved.

25. APPROVAL OF THE MIDDLE SCHOOL EXCELLENCE GRANT APPLICATION TO THE EDUCATION FOUNDATION OF SARASOTA COUNTY FOR DISTRICT MIDDLE SCHOOLS
Description

NON-COMPETITIVE:  Grant funds of $235,000 will support college and career readiness for all students by providing two district-level program specialist who will develop and provide training to math and science teachers focused on implementation of state and national standards and the iEngage lesson design.

26. APPROVAL OF THE MIDDLE SCHOOL EXCELLENCE INITIATIVE GRANT APPLICATION TO THE EDUCATION FOUNDATION OF SARASOTA COUNTY FOR DISTRICT MIDDLE SCHOOLS
Description
NON-COMPETITIVE: Grant funds of $19,350 will provide professional learning opportunities for teachers and will assist with development of college-and career-bound resources.

27. APPROVAL OF THE STEMSMART TECHACTIVE CLASSROOMS GRANT APPLICATION TO THE GULF COAST COMMUNITY FOUNDATION FOR DISTRICT MIDDLE SCHOOLS
Description
NON-COMPETITIVE: Grant funds of $700,000 will be used to create 28 TechActive middle school science and math classrooms.

28. APPROVAL OF THE PLANETARIUM VISIT: AMONG THE STARS GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR ALTA VISTA ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $2,613 will allow Alta Vista Elementary students participating in the Eagle Academy summer program to visit the Riverview High School Planetarium and Aquadome to learn about the solar system, stars and the galaxy.

29. APPROVAL OF GRANT FUNDING FROM GULF COAST COMMUNITY FOUNDATION, THE CHARLES AND MARGERY BARANICK FOUNDATION, AND KEITH AND LINDA MONDA FOR READING RECOVERY PROGRAM AT THREE ELEMENTARY SCHOOLS
Description
NON-COMPETITIVE: Grant funds of $254,581 will allow a Reading Recovery Teacher Leader to be hired and trained with Ohio State University.  It will also provide for six teachers at three elementary schools (Atwater, Cranberry, Tuttle) to provide Reading Recovery remediation to first graders.

Recommendation

FIELD TRIPS

30. APPROVAL OF RIVERVIEW HIGH SCHOOL'S KILTIE BAND FIELD TRIP TO PHILADELPHIA, PENNSYLVANIA TO ATTEND THE THANKSGIVING DAY PARADE , VISIT WASHINGTON, D.C. AND NEW YORK CITY, NEW YORK, FROM NOVEMBER 24 THROUGH NOVEMBER 28, 2015
Description

Students will have the opportunity to meet, observe, hear and watch other bands from around the United States, attend musical performances in New York City and visit historical sites in Washington, D.C.



Recommendation
That the field trip for Riverview High School's Kiltie Band to attend the Thanksgiving Day Parade in Philadelphia, Pennsylvania, visit Washington, D.C. and New York City, New York, from November 24 through November 28, 2015, be approved as presented.

Description
Bids to provide 'Food Service Equipment Repair Parts' were received from five vendors on June 16, 2015.  The bids of GCS Services, Inc., dba Ecolab Equipment Care and Whaley Parts & Supply and were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with an option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation

Description
Bids to provide 'Liquid Propane Gas Service' were received from two vendors on June 30, 2015.  The bid of AmeriGas Propane was the best low bid meeting the advertised specifications.  This bid is for a period of three years with an option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

That the bid of AmeriGas Propane for 'Liquid Propane Gas Service' in an amount not to exceed $225,000.00 for a three-year period, be approved as presented.

Description

34. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE NORTH PORT HIGH SCHOOL BAND TOWER PROJECT
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been audited and are enclosed herein in Final Change Order #2 for approval.  The Director of Construction Services Department has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted and the final payment to contractor be approved as presented.

36. APPROVAL OF UPDATE #3 TO THE 2015 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description
The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list was Board approved on 1/6/2015 (Item #28).  The newly added firms are identified in the enclosure at the end of the initial listing.  Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.

Recommendation
That Update #3 to the 2015 Annual Certification of Professionals for Construction Related Services be approved as presented.

37. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Orders are summarized on the enclosure for ease of review.  These change orders total an increase of $7,824,930.50 in gross contract dollars.

Included in these change orders are ($742,440.69) credits of Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($701,363.62) result a net of $41,077.07 in sales tax savings.

FINANCE

38. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS ENDING MAY 31, 2015
Description
The Superintendent's Financial Statements for the month ending May 31, 2015, does not reflect any unexpected trends for the fourth quarter of the 2014-2015 fiscal year.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of use of the unassigned fund balance included in the adopted budget and the holdback of state revenues.
